A $12 million fire station was supposed to make Caleb Rowan’s Colorado community safer. Caleb supported the project—until construction stakes began appearing suspiciously close to his private property.
What started as a simple boundary question soon exposed a much bigger problem. An old planning exhibit had followed the project through months of design, approvals, and revisions, while a critical property-line discrepancy remained unresolved. Then Caleb arrived at his field and discovered fresh excavator tracks, removed fencing, and grading work extending into the disputed land.
He didn’t call the police or try to stop the machinery himself. He called his licensed surveyor.
When Daniel Cho returned to the site, recovered the survey control, and drove an orange-capped pin into the ground, one measurement forced everyone to confront what the paperwork had missed.
The fire station was still needed.
But Caleb’s land was still his.
