Cat Matlala’s explosive draft affidavit has put South Africa’s police corruption scandal back in the spotlight. The document makes serious allegations involving former police minister Bheki Cele, suspended deputy police commissioner Shadrack Sibiya, former deputy public works minister Bernice Swarts and Rachel Matjeng.
In this Miss Media report, we break down what the draft affidavit alleges about an alleged R1 million payment to Bheki Cele, the controversial SAPS medical-services tender, a government hospital lease, alleged cash payments and claims linked to the planned National Health Insurance (NHI) market.
The affidavit was reportedly prepared during Matlala’s failed plea-deal negotiations with the Investigating Directorate Against Corruption (IDAC). The proposed agreement collapsed after the court rejected the proposed sentence. The draft has since become a major talking point because of questions about how its allegations compare with evidence and testimony surrounding the Madlanga Commission.
We examine the allegations involving Shadrack Sibiya, the reported R280,000 linked to the hospital lease, the alleged delivery of 20 impalas, a proposed R4 million Midrand property and Matlala’s claims about payments involving Bheki Cele.
We also look at the allegations involving Rachel Matjeng and why the claims surrounding the SAPS medical-services contract matter.
IMPORTANT: The document discussed is a draft affidavit. Its allegations have not been established as facts by a court. The individuals named must be given a fair opportunity to respond, and any alleged payments or agreements require independent verification.
What could this draft affidavit mean for the Madlanga Commission and South Africa’s police corruption investigations?
