Thinking about building a house in Ireland? In parts of rural Ireland, planning permission for a new home can depend on one thing: proving you're local.
These are the places where Ireland's locals-only rural housing rules are strictest, why they exist, and what the June 2026 draft national rules could change for anyone hoping to move to Ireland or build on family land.
In this video:
🏡 The Irish one-off house: why about a third of Irish homes were built on their own sites, and why planners began to worry about ribbon development and empty holiday homes.
📋 What "local need" means: social need (years lived in the local rural area) and economic need (farming, forestry, local services). Working from home alone doesn't count.
🏙️ Around the cities: Dublin, Meath, Kildare, Wicklow, Cork, Galway, Limerick and Waterford, where the draft test asks for up to 10 years lived within about 3 km of the site.
🌊 Kerry's scenic coast: how holiday homes came to make up around 40% of housing in south-west Kerry, and why even people from the next townland have been treated as outsiders.
🗣️ The Gaeltacht: why Irish-speaking areas get one of the strictest tests, and the exception for Irish speakers.
⚖️ The 2013 EU Court of Justice ruling on a Flemish "locals-first" rule in Belgium, and how it put pressure on Ireland's system.
📜 The June 30, 2026 draft national rules: one system instead of a county-by-county "Eircode lottery".
🧬 The bloodline line: why Irish grandparents alone may not make you "local".
✈️ What it means for returning emigrants and the Irish diaspora in America, Canada and Australia, plus alternatives: existing homes, vacant and derelict properties, and Irish towns and villages.
💬 Is it fair to stop outsiders building homes in the countryside to protect local communities, or is it wrong to tell anyone where they can live? And if you could build anywhere in Ireland, where would it be? Tell me in the comments.
