Acceptance of the minutes of the July 21, 2026 meeting. Public Comment period – Any Lewiston resident or taxpayer may make comments regarding issues pertaining to Lewiston City Government (3 minutes per speaker; maximum time for all comments is 18 minutes) City Administrator’s Report CONSENT AGENDA: All items with an asterisk (*) are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or a citizen requests. In that event, the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. *1. Amendment to the Traffic Schedule to add additional 15-minute parking spots on Pine Street from Horton Street to Prince Street Alley. *2. Authorization to accept transfer of forfeiture funds. *3. Order, Approving the Disposition of 35 Beechwood Avenue. REGULAR BUSINESS: 4. Appointment to the Lewiston Housing Authority Board of Commissioners. 5. Public Hearing and Final Passage regarding amendments to the Solid Waste Ordinance to define the automated Side Load trash collection program. 6. Public Hearing and First & Final Passage for an extension of the Moratorium Ordinance regarding Rent Increases for Lots in Mobile Home Parks. 7. Public Hearing and Approval of Order, Authorizing the City Administrator to Execute a Credit Enhancement Agreement for the Soleil Multi-Family Housing Project. 8. Public Hearing and Resolve, Authorizing a Supplemental Appropriation in the amount of $200,000 from the Salary reserve account to cover the cost of additional police overtime in response to shootings and violent crime that have been occurring within the City of Lewiston. 9. Amendments to the City’s Ethics Policy, Policy Manual Number 94. 10. Order, Directing the City Administrator to explore the dissolution of the Lewiston Auburn Railroad Company. 11. Order, Directing the City Administrator to request an Additional Agency Liquor Store License from the Maine Bureau of Alcoholic Beverages and Lottery Operations. 12.
