The situation is particularly dire in Islamabad and the garrison city of Rawalpindi, where just two hours of rain caused water levels to rise above waist height. Islamabad is a city designed with modern planning, so robust drainage systems should have been in place; yet, even Islamabad is inundated. Streets have turned into swimming pools, and houses have become islands.
