His 10-day “No SIR” investigation and resistance tour began in the Kalyana Karnataka belt with a clear demand: the state government must order a proper social audit before names vanish from the final voter list. The first day covered Kalaburagi, Yadgir and Raichur. Campaign teams say they will visit about four districts a day, check around 100 booths, document cases where Booth Level Officers allegedly never visited, and record voters who submitted forms yet still found themselves dumped into the ASDDO list — Absent, Shifted, Dead, Duplicate and Others. Karnataka’s draft roll after SIR listed about 4.46 crore electors. Official figures put roughly 1.08 crore entries in the ASDDO basket and another 43.8 lakh under anomaly flags. The final roll is scheduled for 27 October 2026. In Kalaburagi district alone, Raj cited 5,21,950 voters placed under ASDDO, with only about 25,000 having responded through Form 6. Raj argues SIR should have added missing eligible voters. Instead, he says, existing voters are being pushed off the roll and told to re-apply as first-time applicants through Form 6 — a form that now requires a declaration they were never on any roll before. He calls this a legal trap for people who have voted for years. The tour is also highlighting ground realities: slum and nomadic households with only a voter ID and no property papers, transgender voters facing extra document demands, and migrants marked “absent” or “permanently shifted” after hurried visits. On 30 September the campaign plans a Bengaluru round table with MLAs and a meeting with the Chief Minister. On 1 October the file goes to Delhi. A national public hearing is slated for 15 October. Two of the three Election Commissioners — Sukhbir Singh Sandhu and Vivek Joshi — have put on record that important SIR-related orders on registration, deletions, restorations, appeals, IT systems and Form 6 were issued without their consent and often without informing them. They wrote at least 14 times over 10 months. They even wrote separately to the Cabinet Secretary after an internal order changed IT supervision. Form 6 was altered to ask whether an applicant’s parents and grandparents appeared on the previous SIR list. Both commissioners had recorded that such a change required government process. The live form appeared anyway. The report also describes how a centralised ECI Net / ERO Net system limited what local Electoral Registration Officers could actually do, even when statute and court directions required them to decide cases.
