What does Proposition 3 actually do? I break down whether California's higher income tax rates on top earners should end after 2030 or become permanent: who pays, where the money really goes, and which campaign claims hold up.
Prop 3 does not raise anyone's tax rate above what they pay today. It makes permanent the higher rates the top 2% of taxpayers have paid since 2012, about $5 to $15 billion a year. The money is allocated to schools and community colleges, but because it counts toward the state's existing school funding requirement, only about 40% becomes additional school funding.
