Volatile Flow not working with Hero's Burden

Uploading to share with Bungie Help The new Volatile Flow mod grants Volatile rounds on orb of power pickup if you have a void weapon equipped. With my void Funnelweb or Unforgiven, the perk works as intended. I pickup an orb, I get Volatile. With Hero's Burden equipped, I do not get volatile on orb pickup. If I pickup an orb with another weapon to get Volatile and then swap to Hero's Burden, I lose Volatile. Other sources of Volatile still work with Hero's Burden such as Echo of Instability. I thought perhaps it was Repulsor Brace on the Hero's Burden causing the issue, but I tested a Fioritua-59 with Repulsor, as well as Veles-X, and it works fine. I don't have another Hero's Burden to test with, but the issue appears to be the gun.
