Most people today know the Chamizal as a peaceful green park between El Paso and Juarez. But for more than 100 turbulent years, the area was anything but peaceful. Some of the disputed areas became havens for smugglers and criminals, since law enforcement agencies weren’t quite sure who had jurisdiction.
