What are “ghost stops,” and why are they becoming part of the discussion surrounding the investigation into two former Phoenix Police officers?
Josh Logan, Co-Founder and Director of Training at Guardian Training & Consulting and retired Chandler Police officer, joins Joe Huizenga and Becky Lynn on KTAR’s Arizona’s Evening News to discuss the allegations and explain the law enforcement practices behind the terminology.
During the interview, Logan discusses:
• What constitutes a completely undocumented or “ghost” traffic stop
• The difference between ghost stops, confidential investigations, and legitimate specialty-unit operations
• Pretextual traffic stops and criminal interdiction
• Body-worn camera activation and documentation
• Car-to-car and alternate police radio channels
• CAD communications and whether communications may be recorded
• How dispatch information can influence an officer’s perception and response
• The role these records can play in use-of-force and critical-incident investigations
• Police accountability and professional standards
• Due process and the presumption of innocence
• Why determining the motive behind the alleged conduct may be difficult
Logan draws on more than two decades of military, law enforcement, firearms training, instructor development, and critical-incident experience, as well as his work as a Force Science Certified Analyst and expert witness examining use of force, police practices, human performance, training, and critical incidents.
The two former Phoenix Police officers discussed in the interview have pleaded not guilty. The allegations against them remain subject to the criminal justice process, and they are presumed innocent unless and until proven guilty.
