Everyone quotes Gandalf's refusal in Bag End. Almost nobody actually sits with what he's saying. "Too great and terrible" isn't modesty — it's a diagnosis, and once you trace it through Letter 246, the Istari mandate in Unfinished Tales, Osanwë-kenta, and Galadriel's mirror scene, the refusal stops looking like a character trait and starts looking like the entire cosmological argument of the legendarium restated through one tired wizard in a hobbit-hole.
