1. Call meeting to order.

2. Consider approving minutes of the regular meeting held March 17, 2026.
3. Consider amendments to the agenda.
4. Consider approval of the agenda.
5. Present a Proclamation for Child Abuse Awareness and Prevention Month.
6. Consider approval of an event permit for the following events: (Kellie Barnes, Events Coordinator)
a) Walk in Love Johnathan Boley Memorial Walk to benefit the Children’s Advocacy Center requested by Carly Pittman to be held on April 11, 2026, from 8:45 am – 12:00 pm at Gamble Park.
b) Warehouse Sunday Dog Days requested by Warehouse 319 to be held on every Sunday from April 12 through June 28, 2026, from 12:00 pm – 7:00 pm at Warehouse 319.
c) Autism Awareness Walk requested by Taylor Johnson with the Jasper Area Family Services Center to be held on April 25, 2026, from 4:00 pm – 5:00 pm at Gamble Park.
d) Turkey Trot requested by 3D Revolution to be held on November 26, 2026, from 8:00 am – 11:00 am at the Courthouse Square and around downtown Jasper with a requested blockage on 19th Street W from 2nd Ave to 3rd Ave.
7. Receive report and consider a recommendation for the following contracts: (Jessica Cook, Purchasing Agent/Accountant)
a) Grounds Maintenance at North Jasper Park
b) Grounds Maintenance at Gay Reed Cemetery
c) Grounds Maintenance at New Prospect Cemetery
d) Animal Adoption and Pound Services
e) Exclusive Non-Alcoholic Beverage Rights
f) 2026 Auction
8. Consider a request for permission to send bids for pool chemicals. (Jessica Cook, Purchasing Agent/Accountant)
9. Introduce Budget Amendment 2025/2026-09 to provide funding for the Walker County Children’s Advocacy Center expansion and the purchase of property on 10th Street West adjacent to Memorial Park. (Kathy Chambless, City Clerk)
10. Consider adoption of a resolution to authorize Mayor Gates to enter into a construction agreement for an industrial access project with the State of Alabama to resurface and widen Industrial Dr to benefit Central States Manufacturing - ALDOT Project No. IAR-064-000-005; CPMS Ref No. 100081877. (Mayor Josh Gates)
11. Consider adoption of a resolution to authorize Jasper Main Street to make improvements to the artesian well located on 4th Ave South. (Mayor Josh Gates)
12. Consider adoption of a resolution declaring the Blackwell Dairy Road repairs an emergency. (Mayor Josh Gates)
13. Consider authorizing Mayor Gates to enter into a contract to remedy improvements at the Jasper Animal Care & Control Shelter. (Mayor Josh Gates)
14. Consider adoption of a resolution for nuisance abatement for inoperable vehicles. (Lieutenant Heath Allred)
15. Consider adoption of an ordinance by unanimous consent to authorize Mayor Gates to enter into a lease agreement for property on Whitehouse Road. (Russ Robertson, City Attorney)
16. Recognize Chief J.C. Poe and Linda Lewis.
17. Receive comments from Mayor.
18. Receive comments from Councilmembers.
19. Receive comments from audience. (Please step to the podium and state your name before addressing the Council. Immediate action will not be taken.) The Council will allow two people to speak in support of, and two people to speak in opposition to the same topic. There is a 3-minute time limit per person.
20. Motion to Adjourn.
