WHAT IS A TIE COAT AND HOW DOES IT WORK WITH EPOXY AND GELCOAT?

Sometimes projects go smooth as butter and others they completely backfire. This time the failure was on me, but at least I'm pretty sure I know what the issue was lol :-) So scraping it all back off and starting over is the only option.
