Rep. Maggie Goodlander, a New Hampshire Democrat, pressed VA Deputy Secretary Paul Lawrence at a House Veterans' Affairs Committee hearing for an independent check on the price of Oracle's electronic health record contract, and he would only commit to considering it. This video goes back to 2003, when the VA switched on another system built around Oracle software at its hospital in Bay Pines, Florida.
In that earlier project, the VA's own inspector general found the contractor wrote its own cost estimates with nobody independent checking them, and called it "tantamount to issuing BearingPoint a blank check." Bay Pines cancelled 81 elective operations, and the VA scrapped the system in 2004. Now the ceiling on Oracle's health record contract, extended without other bids, has gone from roughly $10 billion to about $27 billion. The independent cost estimate that Congress's auditors asked for in March 2025 still hasn't been done.
More than 9 million veterans get care through the VA, and more of their hospitals are scheduled to switch to the new system before the year is out. Oracle chairman Larry Ellison and executive Mike Sicilia are under subpoena, and the company has until October 23 to give senators the paperwork behind the increase. The sources are shown at the end of the video. Subscribe to follow what Oracle tells Congress.
