PLU Protests at Turkish Embassy, Demands Lumbuye’s Return to Uganda Thousands of Supporters of the Patriotic League of Uganda (PLU) on Friday marched to the Turkish Embassy in Kampala demanding that Ankara hand over Ugandan activist and government critic Fred Kajubi Lumbuye to face criminal charges in Uganda. The demonstration, led by PLU Secretary General Fadil Twalla, followed a directive by PLU chairman and Chief of Defence Forces Gen Muhoozi Kainerugaba, who has repeatedly demanded Lumbuye’s return from Turkey. “Today was about Lumbuye. You can’t attack our country, which is very peaceful, from Turkey,” Twalla told supporters. “We want him to come back to Uganda to answer the criminal charges against him.” The protesters accused Turkey of harbouring a Ugandan citizen wanted by authorities and called on Ankara to respect Uganda’s sovereignty and judicial system. Twalla said PLU had asked Turkish authorities to extradite Lumbuye and opposed what the group described as his reported attempt to seek asylum in Turkey. “We asked them to extradite Lumbuye as soon as possible if they truly value our bilateral relations with them and respect our sovereignty,” Twalla said. Twalla warned that PLU could organise a larger demonstration if Turkey does not act. The protest had been announced in advance and the Turkish Embassy said it would close on Friday because of the planned demonstration. Police provided security during the protest, which ended without reported major disruption. Dispute Lumbuye has lived in Turkey for several years and has used social media to criticise Museveni’s government and senior officials. Ugandan authorities have previously accused him of spreading harmful propaganda, inciting violence and committing other cyber-related offences. In 2021, police said they had opened 15 case files against him, while the Director of Public Prosecutions sanctioned charges including spreading harmful propaganda, incitement to violence and offensive communication. Authorities said they wanted him returned to Uganda for interrogation and prosecution. Lumbuye was arrested in Turkey in August 2021 amid an attempted deportation, but legal intervention blocked his immediate removal. He was later released and remained in Turkey. His online activities have continued to make him a target of government criticism, with authorities accusing him of disseminating false information and inciting unrest. Protest adds pressure to Uganda-Turkey ties The PLU demonstration comes amid broader tensions between Kampala and Ankara, including a public dispute over Turkey’s role in Somalia and Uganda’s military contribution to the country’s security. Gen Muhoozi has criticised Turkey’s position in Somalia and previously called for stronger action against Ankara over Lumbuye. The dispute has placed an unusual strain on relations between the two countries, with Muhoozi at one point threatening to cut ties with Turkey and calling on PLU supporters to demonstrate at the Turkish Embassy. The latest protest also comes against the backdrop of President Museveni’s recent engagement with the Turkish government. Museveni yesterday met Turkish Ambassador Mehmet Fatih Ak in Mpigi district. The duo had earlier met in July at Museveni’s Kisozi Farm in Gomba District. Museveni said the two discussed “issues of mutual interest for the benefit of our peoples,” without providing details of the meeting. The meeting was seen as an effort to maintain official relations despite the increasingly confrontational public statements surrounding Turkey, Somalia and Lumbuye. Uganda has maintained a military presence in Somalia since 2007 and has played a major role in African Union-backed operations against Al-Shabaab. Turkey, meanwhile, has developed extensive security and economic ties with Somalia, including military training and investment in strategic infrastructure. For now, Lumbuye remains at the centre of the dispute, with PLU insisting that his return to Uganda is necessary for him to answer the criminal allegations against him.
