This session concludes the three-part seminar series Mobilising Finance for Water Security, bringing together key insights and reflections from the preceding discussions. Addressing water insecurity and climate vulnerability requires a fundamental shift in how investments are originated, planned and implemented. In fragile settings, interventions tend to be short-term and small-scale. Traditional project-by-project approaches often fail to address systemic risks, fragmented governance structures and the long-term resilience needs of vulnerable populations. This session explores how mission-driven and portfolio-based investment planning approaches can help move upstream of the investment cycle by integrating public, private, humanitarian and development actors from the outset. Discussions will focus on bridging the gap between strategic masterplans and financing by identifying how investment origination processes can better align institutions, financing instruments and implementation actors around shared missions and regional development visions. The session aims to encourage participants to rethink investment origination as a collaborative, mission-oriented and system-level process capable of mobilising long-term investment and supporting equitable transitions toward climate resilience and water security.
