Worth the Cost? Who Pays for a Bilingual Cardiff? | Short Documentary

Welsh is visible across Cardiff, but what does it take to make the language genuinely usable, who carries the cost, and when is that cost justified? This 14-minute documentary investigates the financial and practical implications of Welsh-language provision in Cardiff. Through interviews with the Welsh Language Commissioner’s regulator, campaigners, community organisations, businesses and members of the public, the film examines the difference between visible bilingualism and the staff, skills, time and authority required to provide a reliable service. The documentary found that contributors rarely identified bilingual wording itself as the principal burden. Instead, they described pressures involving staff capacity, training time, premises and organisational decision-making. It also examines why apparently low demand may not tell the whole story when Welsh speakers switch to English before requesting a service. The investigation did not obtain audited cost data from a regulated Cardiff organisation. The business interviews therefore illustrate practical pressures but do not provide a representative price for statutory compliance. Reported, produced, filmed and edited by Yirui Li.
