AMD 7900XTX | 110c Hotspot Fix with Thermal Grizzly Phasesheet PTM

Did I just beat the heat out of the infamously flawed reference AMD 7900XTX with the 110c GPU Hotspot issue? I'd like to think I fixed this card at least.
