No Blitz Sabin Vs Vargas - Level 31

I threw together a quick hack where enemies in Mt. Koltz gave me 100x more exp to experiment: I wanted to see what the lowest level was which Sabin could beat Vargas without Blitz. A quick, throw-together effort says level 31, however that may not be conclusive. If I were to min-max this I would do as close to, but not more than 719 damage with Edgar, Locke and Terra combined and then use Fire 2 with Terra to put him over the 720 damage threshold triggering the Sabin Vs Vargas one on one. Mithril Claws (Rare steal from Rhinotaur) are necessary as they put him about 1 level higher in terms of damage dealt. There is a bit of randomness in the doom timer, so I could have still gotten unlucky with less than 60 to start with. With everything lining up, level 30 Sabin might be possible. I could have gotten lucky with a critical hit and ended the battle one turn earlier. So with a crit, I think you could shave off a level or two, not quite sure how much. Some rough math suggests that this would be possible at 29 and maybe 28, but probably not gonna happen at 28. You'd need some really lucky rolls at 28, combined with the fact that doom counter has to give you enough time to do 15 attacks, I think it would be futile to try this legitly at level 28.
