12 Self-Defense “Guns” Amazon Is PULLING Off Shelves — The ONE Every Person Living Alone Should Know 12 self-defense launchers sold on Amazon with no permit and no background check — and the surprising legal rule that decides whether you're allowed to own one. It isn't the launcher. It's the ball that goes inside it. California and New York are the only two states in the country that ban pepper projectiles. California classifies them as tear gas under a 2021 law originally written about crowd control. Byrna Technologies filed a federal lawsuit in the US District Court for the Southern District of California in December 2025 challenging that ban on Second Amendment grounds, and the case is still pending. Byrna states its launchers and kinetic ammunition remain legal in California, and that California is one of its largest markets. Meanwhile SABRE's own published state-law page says it ships no projectile launcher of any type — pepper or impact — to Connecticut, Delaware, Hawaii, Michigan, Minnesota or New Jersey, and that both types are currently illegal in Washington DC. City-level restrictions apply in Los Angeles, San Francisco, Boston, all five New York City boroughs, Albany, Chicago, Aurora, Niles, Washington (IL), Bismarck and Portland (OR). Maryland, Philadelphia and Providence restrict launchers to home-defense use only.
