One night the harbor drains and alien columns called Spires rise worldwide, with a hum that makes people stand in trances and count. Governments fire nuclear weapons at the Spires, which only feed them, and then, deceived by Spires imitating commanders' voices, the nations start firing at each other. Elias, his engineer Dessa and the intern Wyatt shelter at the station with a group of survivors, including Cael, a deaf teenager who turns out to be immune to the Spires because he communicates in sign language. The Spires steal and copy human voices, and Dessa builds a signal that cancels their hum. The Spires turn out to be collectors of voices for a vast being called the Auditor, to whom humanity's speech was a loan, and Elias and the survivors force a hearing before it. Cael's silent language and a little girl named Pim persuade the Auditor to free the Spires and let humanity repay the debt freely at the end of its time, with Elias as the guarantor who must broadcast one true new statement every night. After the Spires dissolve and the sea floods back, the survivors rebuild, Dessa dies of radiation sickness, and the last frightened remnants of the Spires fight to survive until Elias and the others release them.
