201.9 mm in One Hour: The Storm That Showed What Sponge Cities Can't Do
One hour, 201.9 mm of rain. That hit Zhengzhou, a Chinese sponge-city pilot, in July 2021. 380 people died or went missing there.
Thailand just wrote sponge cities into law. Its national plan, gazetted 5 October 2026, names nine: Bangkok plus eight regional cities. Three are due by 2032, the rest by 2037.
Days earlier, an earth dyke failed at an industrial estate in Chonburi, outside the nine, and at least 34 factories took water.
Sponge design handles frequent rain, not cloudbursts. Credible plans, like Copenhagen's, publish the storm they are built for. Thailand's plan has cities and dates, but no design storm or budget yet.
Would you buy on a sponge-city label, or wait for the engineering?
