This webinar reports preliminary results from the Future Skills Canada project “Social Returns to Skills: Barriers, Enablers and Changes over Time.” The project investigates how foundational skills — literacy, numeracy, and problem solving — translate into non-economic benefits for Canadians. It uses microdata and public-use files from the Programme for the International Assessment of Adult Competencies (PIAAC 2012 and 2023) to quantify the “social returns” to these skills across five outcomes central to a healthy democracy and resilient communities: political efficacy, volunteering, social trust, life satisfaction, and self-rated health.
Victor Kuperman and Emalie Hendel will present a set of policy recommendations aimed at achieving a more equitable distribution of social outcomes and improving well-being, community life, and civic engagement across demographic groups through skill development.
