How should I fix my bad bike build. New bars, stem and fork?

I asked your opinions on why this vintage Marin ATB bike build wasn't looking good. And you gave them to me! I chat about your comments, what I agreed with and what I didn't. Should I replace the Nitto Albatross bars? Replace the Kore stem? Change the Kona P2 fork? Or start over with a new frame?
