Did UBISOFT secretly patch RECOIL SCRIPTS in SIEGE?

A Siege creator claims Ubisoft secretly rolled out a change that adds a delay before recoil scripts kick in. I haven't seen Ubisoft confirm it, and even KudosR6 hasn't covered it, so take it with a spoonful of salt.
