What is the Interpretation Gap

Two years into a core-system transformation, the programme should have been close to delivery. It was about 30% of the way through. An executive brought in to build the delivery team told me what he found. The board, the leadership team, the programme team, the supplier and the users each had their own idea of what the programme would deliver, and each idea made sense from where they sat.
