Waqf Bachao JAC Formed | M.A. Khaliq Tanveer Unanimously Elected Chairman | Minority Rights, Waqf Property Protection & Community Development
A significant meeting focusing on Waqf property protection, minority rights, education, employment, healthcare, legal assistance and democratic empowerment was held in the united Warangal district of Telangana under the leadership of Telangana State Minority Rights Porata Samithi (TSMHPS).
During the meeting, M.A. Khaliq Tanveer was unanimously elected Chairman of the United Warangal District Waqf Bachao and Minority Rights Joint Action Committee (JAC).
The meeting was presided over by Mohammed Abdul Wahab, State President of TSMHPS and Convenor of the State Waqf Bachao and Minority Rights JAC.
The participants discussed a comprehensive action plan to protect Waqf properties, document legal disputes, strengthen minority welfare initiatives and promote long-term social and economic development.
Key Highlights of the Meeting
1. Waqf Property Protection & Digital Documentation
The proposed initiative includes collecting and documenting Waqf property records, survey numbers, land areas, registration details, current usage, income records, encroachments and pending legal disputes across the united Warangal district.
The meeting also discussed the possible use of GPS/GIS mapping, digital documentation, record verification and individual legal case files for disputed properties.
2. Waqf Properties for Community Development
The meeting highlighted the need to explore legally permissible development opportunities for Waqf properties, including:
• Commercial complexes
• Marriage halls
• Student hostels
• Working women's hostels
• Educational institutions
• Skill development centres
• Community and healthcare facilities
The proposed vision is to connect Waqf protection with sustainable income generation and long-term community welfare, subject to applicable legal requirements.
3. Education, Employment & Youth Empowerment
The meeting emphasized scholarships, student hostels, professional education, competitive examination coaching, digital learning, vocational training, employment opportunities and entrepreneurship development for minority youth.
Special attention was also proposed for women's education, skill development, self-employment and economic empowerment.
4. Legal Protection of Minority Rights
The proposed district-level legal response mechanism will focus on documenting complaints and evidence relating to discrimination, attacks, places of worship, graveyards, Waqf properties and other legal rights.
The initiative also aims to facilitate legal assistance, representation before authorities and follow-up of relevant cases.
5. Minority Budget Monitoring & Government Welfare Schemes
The meeting emphasized data-based monitoring of minority welfare allocations and government schemes, including budget allocation, fund release, expenditure, beneficiaries and implementation outcomes.
6. 30–60–90 Day Action Plan
• First 30 Days: Collection of Waqf property records, minority welfare information, legal case details and formation of district committees.
• Within 60 Days: Documentation of property disputes, review of legal cases, assessment of welfare schemes and submission of representations to concerned authorities.
• Within 90 Days: Preparation of a comprehensive state-level report, government memorandum, Waqf development policy proposal, minority development policy proposal and future action programme.

The newly elected committee members were congratulated by Mohammed Abdul Wahab, who called for coordinated efforts to protect Waqf properties, safeguard minority rights and promote community development.
About the Initiative
The proposed “Waqf Bachao – Haq Bachao” programme aims to extend beyond property protection and include legal awareness, education, employment, healthcare, women's and youth empowerment, economic self-reliance, democratic participation and accountability in public welfare programmes.
