Kitui Central Wins FIRE Award for Accountability as Hon.Dr. Makali Mulu Raises REREC Concerns

Hon. Dr. Makali Mulu, CBS, highlights Kitui Central Constituency’s recognition among the five constituencies awarded for accountability and good management of the National Government Constituencies Development Fund (NGCDF). In his contribution, Dr. Makali Mulu also discusses the importance of public participation in determining constituency projects emphasising that NGCDF is a localised fund designed to respond to the specific needs and priorities of communities.Hon.Makali Mulu further raises concerns about delays in the implementation of projects involving government agencies, citing Rural Electrification and Renewable Energy Corporation (REREC) and matching-grant projects. Hon.Dr.Makali noted that Kitui Central had allocated approximately KSh 30 million over two years for REREC matching-grant projects, while implementation had not yet taken place. Dr. Makali Mulu calls for a clearer implementation framework between NGCDF and other government agencies to ensure projects are delivered efficiently. He also supports calls for the CS for Energy, the CEO of REREC, and the CEO of Kenya Power to appear before Parliament and explain the delays affecting electrification projects, including mini-grids. The discussion highlights accountability, public participation, project implementation, inter-agency coordination and the need to ensure that resources allocated for constituency development translate into completed projects for Kenyans.
