Will this Save the Sea Cliff from Collapse?

This is how they are preparing for rain on a coastal bluff being eroded by waves. Not so sure how well this is going to work but it sure will be interesting to see what happens in the coming days and weeks. With 6ft high tides approaching in a week, it seems like Cal Trans might be rearranging deck chairs on the titanic.
