Rwanda tribunal closes with killers still on run

The International Criminal Tribunal for Rwanda officially closes on Thursday. It was set up to prosecute those suspected of involvement in the 1994 genocide. Militias from the Hutu ethnic majority killed nearly a million people, mostly from the Tutsi minority.
