Saudi Arabia’s Transport General Authority (TGA) has begun enforcing a new Road Transport Law that bans any unlicensed passenger transport. This includes informal or “hail-type” picking up of passengers without proper license. The maximum fine under this law is SR 20,000 (≈ USD 5,300) for serious violations. Along with the fine, vehicles can be impounded for up to 60 days. In some cases, non-Saudi violators might be subject to deportation, and the vehicles may even be sold in public auction.
