While in the bush the NRM had planned to write Uganda’s new constitution with assistance from the National Resistance Army Council but once in power, the leaders resolved to involve all Ugandans in this important exercise. Even cultural and religious leaders took part. Among religious leaders who gave their remarkably intellectual views was Bishop Misaeri Kauma of Namirembe Anglican Diocese and Sheikh Ishaq Kamoga of Uganda Muslim Supreme Council.
