Professor M basic into Ceres, Waltz Asherah passive not triggering at max stacks bug

waltz achieves max stacks at around 3mins into the video, so by right she should be triggering it 100% of the time... must be some weird interaction causing prof m's basic into ceres to skip waltz, not sure why. but works fine with some units im using so far.. so it might be an issue with ceres
