This explainer is for the 3 parts of the 3rd proposed amendment, which addresses WHO has the right to vote in Virginia and identifies two conditions under which someone could lose their right to vote in Virginia (felony conviction and mental incapacitation), and whether and under what procedure those voting rights could be restored.
