In This Video, we examine a two-location Avon and Somerset car park audit where officers repeatedly attempt to assert authority — asking the auditor to identify himself, warning him about private vehicles, and telling him where to point his camera — yet none of these demands appears to have a clear legal basis. We break down why a PCSO’s powers are limited to those provided under Schedule 4 of the Police Reform Act 2002, why recording a parked car that is visible from a public place is not, by itself, an offence, and we highlight one particularly telling moment: the seemingly casual question, “Where are you parked?” which the auditor immediately recognises as a possible attempt to gather information. There is an important distinction between asking a question and legally requiring someone to answer — and we explain exactly where that boundary lies.
