Can we create a common definition for healthy soil?

Is it possible to create a continent-wide definition for healthy or unhealthy soil? What are the complexities involved in this? And when designing soil policy should we ensure all soils meet a minimum safety standard or incentivise landowners to reach a gold medal level of soil health?
