LOUISIANA! There are TEN proposed constitutional amendments on the November 3, 2026 ballot, and we're breaking down every one of them in plain language!
You know I took notes!
I'm Ebonye Beene, founder of Emerald Career Consulting, and in this comprehensive voter-education video, we're examining the questions Louisiana voters are being asked to decide.
We're covering the official proposals, important legal definitions, real-world hypothetical examples, and what a YES or NO vote would mean.
WHAT WE COVER:
Amendment 1 — Surviving Spouses of Disabled Veterans
Can an eligible surviving spouse transfer an additional veteran-related property-tax exemption to another qualifying home one time?
Amendment 2 — Local Property-Tax Millage
Can local taxing authorities preserve the option to return to a previously authorized maximum millage rate while keeping rates lower today?
Amendment 3 — Post-Conviction Bail
Would Louisiana place a constitutional prohibition on post-conviction bail for specified aggravated offenses against minor children?
Amendment 4 — Governor Term Limits
Would Louisiana establish a lifetime gubernatorial eligibility restriction for someone who has served more than one and a half terms?
Amendment 5 — Public Retirement-System Liabilities
Could certain one-time state money be applied to qualifying public retirement debt other than the oldest liability?
Amendment 6 — Senior Homeowner Property-Tax Exemptions
Could parishes and municipalities offer an additional exemption for qualifying homeowners age 65 and older, subject to local approval?
Amendment 7 — Drinking-Water Service Lines
Could local governments use public funding for certain qualifying drinking-water service-line work on customer-owned property?
Amendment 8 — Foreign Adversaries and Expropriation
Would Louisiana prohibit foreign adversaries and their agents from exercising the legal power of expropriation?
Amendment 9 — Property-Tax Assessment Protection
Would Louisiana increase the income eligibility ceiling for certain homeowners who qualify for the special assessment level?
Amendment 10 — Rehabilitated Blighted or Derelict Properties
Could qualifying rehabilitated property receive a new property-tax exemption under the proposed constitutional amendment and companion implementing law?
