How I Fixed Code P1747 On My 1999 Crown Victoria With Refurbished PCM and FORscan

I ordered a VIN flashed PCM from Flagship One online and an ELM327 OBD II tool from Amazon and downloaded FORscan on my Windows 10 Laptop. After reading a bunch online and watching others' videos I gave it a shot. I went straight to replacing the PCM because nobody with this problem fixed it with a sensor as the code suggests. the PCM was the culprit so I gave it a shot as well.
