Europe has built an extensive public finance architecture to support the transition, centred on the EIB Group and National Promotional Banks and Institutions (NPBIs). As the transition enters its next phase, the question is not only how these institutions can continue to finance investment, but how they can work together more strategically to ensure public finance reaches the projects and sectors where it is most needed. National Energy and Climate Plans (NECPs) set the policy direction, but turning that direction into investment depends on whether projects are sufficiently prepared, structured and de-risked. E3G's new report explores what closer cooperation between the EIB Group and NPBIs could look like. With the second phase of the Climate Bank Roadmap under way and the updated NECPs being implemented, this is a timely moment to ask: What does cooperation between the EIB Group and NPBIs look like and where can greater coordination make the biggest difference? How can national transition plans, including NECPs, be turned into clear pipelines of investable projects? How can public finance and private capital work together more effectively to deliver the transition across different national contexts? Join John Sinner (EIB Group), Emmeline Allioux (Caisse des Dépôts) and Marco Boscolo (Intesa Sanpaolo) for a discussion moderated by Chiara Falduto (E3G), following a presentation of the report’s key findings by Laura Iozzelli (E3G). Recorded on 27 October 2026. - E3G is an independent climate change think tank with a global outlook.
