I did one full run (about 11 minutes) to show the suboptimal situation where you're forced to load at 93% intensity, which will happen more often below 85 fishing. At 85 fishing you should not be in the suboptimal situation much, so you can just fish 17, load, and then fish/load 20 on your second inventory without any issues.
