Jeff Bezos spent $234 million on three lots on Indian Creek Island — Miami's "Billionaire Bunker." But the island sits about 7 feet above sea level, runs on buried septic tanks, and has been leaking waste into Biscayne Bay. To get a sewer pipe, the island needed to dig under the streets of neighboring Surfside. Surfside asked for $10 million. Instead, the village paid a lobbyist less than $10,000 — and a new section of a Florida transportation bill took away the town's power to say no. In this investigation: • Lots 11, 12 and 28 Indian Creek Island Road: $68M, $79M and $87M • Why dredged ground and a rising water table break septic systems • Miami-Dade's own numbers: 67,234 parcels at risk of septic failure by 2040, and a $3.3 billion bill to fix it • Section 35 of HB 1397 / SB 1662 — the rule that never names the island • Florida Statute 258.397: why every seawall on Biscayne Bay has to include rock ⏱ CHAPTERS 0:00 The $68 Million Teardown 3:06 An Island Pumped From the Bay 6:24 What Rising Water Does to a Septic Tank 10:51 Four Traps: Geography, Lobbying, the Bay, Scale 16:25 The Pipe, the Law and the Rest of Miami 📚 SOURCES The Real Deal · Fast Company · Axios Miami (via The New York Times) · Fox Business · Miami-Dade County Septic Systems & Sea Level Rise Report (2018) · Southeast Florida Regional Climate Compact · Florida House Final Bill Analysis, HB 1397 (2025) · Florida Statutes §258.397 · First Street This video is an independent investigation based on public records and published reporting.
