Why Vermont Had to Barricade Smugglers' Notch Against Trucks

Ninety-two trucks got stuck in Smugglers' Notch between 2009 and 2021, on a piece of Vermont Route 108 that's only open about half the year. The state raised the fine to more than fourteen times what it was and the count of stuck trucks didn't move. The drivers weren't lost either.
