61,059 Form-7 applications seeking to delete names from Karnataka’s voter list were filed by the Election Commission’s own officers — Electoral Registration Officers and Assistant EROs. Not a single one mentioned a reason. Under the law, stating the reason is mandatory, yet these forms were auto-generated by the system with the officials’ digital signatures, most of them after the claims and objections window had already closed.This is happening right as Karnataka’s final electoral roll under the Special Intensive Revision (SIR) is being published. When the exercise began, the state had about 5.54 crore voters. At the draft stage, over 1.07 crore names were already marked under ASDDO categories — Absent, Shifted, Dead, Duplicate, Others. The final roll is expected to have roughly 4.54 crore names.Form-7 is the official form used to object to a name and seek its deletion on grounds such as death, permanent shifting, duplicate entry, underage, or non-citizen. The Registration of Electors Rules, 1960 require that an objection must be filed in the prescribed manner, including stating the reason. If it is not, it is liable to be rejected.According to a report by The Hindu, officials said the system auto-generated these forms when voters could not be reached during hearings on notices issued for “no mapping” or “logical discrepancies.” Those voters were then marked ineligible. Officials had been instructed to file Form-7 applications for shifted, duplicate, underage, deceased, and non-citizen voters, but the reason field was left completely blank in every case.Only 192 such applications by officials were filed during the actual claims and objections window that ended on September 23. More than 60,800 were filed after that window closed. On October 22 alone — the last day for disposing of claims and objections — election officials filed 10,105 Form-7 applications.The applications are concentrated in certain areas. In Bruhat Bengaluru Mahanagara Palike (BBMP) South district alone, officials filed 10,374 out of 17,491 Form-7 applications — the highest number by officials anywhere. In at least 26 Assembly constituencies across the state, election officials filed more Form-7 applications than voters or third parties.Officials have said the forms were generated as part of the verification process when field verification could not establish contact with the voter. They maintain that a discrepancy or failed contact does not automatically mean the person is ineligible. However, the law is clear: the reason must be stated. A blank form does not meet that requirement.Key questions remain unanswered: Why did the system generate forms without the mandatory reason field? Who authorised or designed this auto-generation process? How many of these 61,059 names have already been deleted from the roll? What safeguards existed to prevent eligible voters from being wrongly marked ineligible simply because they could not be contacted?
