Utica/Kensington/av/Vegas/Tunnel/People

I found this man passed out on the sidewalk the Police had come by earlier and tried to get him up they received a call and had to leave. l was driving my car when l first found him.I went home got my motorcycle pulled up on the sidewalk and revved the motor and woke him up. Kensington Av. in Philadelphia has been taken over by the homeless and Vegas has people living in tunnels. It,s actually not illegal to be homeless but it,s a horrible way to live.
