DC Poonch conducts massive Public Outreach Programme at Mendhar.
In a bid to reach out to the people, Deputy Commissioner Poonch Sh. Inder Jeet (KAS) conducted a day long grievances redressal camp at Dak Bungalow Mendhar. He spent the day listening to the grievances of the people through their elected representatives coming from different Panchayats of the Sub Division.
Deputy Commissioner also met with the people one to one and listened to their genuine issues. He was accompanied by Sr. Superintendent of Police Poonch, along with all the District Officers and Sectoral Officers .
The proceeding of the camp started with a plethora of grievances and demands put forth by different Panchayats through their representatives including both the District Development Council members, BDC Chairpersons, Sarpanches and Prominent Citizens .
The grievances highlighted from Tehsil Mendhar mainly focused on illegal encroachment of University land at Village Kalaban, water scarcity, unscheduled power cuts, disparity in MGNREGA plan allocation, arbitrary cuts in funds allocated to Sarpanches for DDC and BDC members and non availability of funds for Agriculture and Horticulture department.
From Balakote Block similar voices were echoed. However, the priority issue projected in the camp was the construction of remaining bunkers along all the sensitive points of border. Liability on account of construction of already constructed bunkers was also brought into the notice of Deputy Commissioner for early redressal.
Similar, voices were also heard from Block Mankote. The highlight of the demands included poor infrastructure, water scarcity, irregularities in PDS registration among others. Other than this, various issues of utmost public importance also caught the attention of the Deputy Commissioner, like illegal encroachment of bus stand Mendhar, involvement of PRIs representatives in plan formulation, procurement of poles for establishing a robust power infrastructure , inclusion of old age and widows for pension, 100 days employment to all the job card holders, funds for balance work of Mini Secretariat Mendhar, identification of land for Eidgah and graveyard in Mendhar town, deletion of undeserving ration card holder from BPL list and protecting the rights of forest dwellers etc.
After giving a patient hearing to the general public and different deputations , Deputy Commissioner commenced by extending his best wishes to the public on the forthcoming festivals of Ramadan, Navratra and Baisakhi.
He recalled the audience that Covid-19 is a big challenge being faced by humanity .Any laxity in observing COVID-19 protocol may culminate into disastrous results which may put the precious human life at a greater risk. He sought their cooperation to follow the Covid-19 guidelines at all the public places particularly work places, markets and religious congregation.
Referring to the Panchayti Raj System , he instructed the RDD authorities to ensure enrolment of local PRI representatives while formulating any development plan . He directed the officers to work in tandem with DDC members and other Pachayat representatives for strengthening of gross root level democracy. Further elaborating his point he stressed on the need of conducting meaningful Gram Sabhas representing all sections of society. He reckoned it a two way process wherein cooperation from both sides i.e from administration side and local PRIs side is sine-quo-non.
Sending a loud and clear warning to the Officers, he asked for a people friendly and result oriented mechanism be put in place. He advised the officers to refrain from ill practices and expressed zero tolerance towards corruption . He sought the cooperation of Civil society and Panchayat Raj representatives for eradicating the menace of corruption from society. Paramountcy of Rule of law and proper coordination with the local population should be the corner stone of administration, the Deputy Commissioner declared .
On the issue of non functioning of Govt institutions and absenteeism in the peripheral area, he put onus on the local Sarpanches that it was their duty to fix it as it made a part of their duty as Sarpanch of that area.
In a message to the general public he warned them against illegal encroachment of govt land and asked for voluntarily vacating it . In the sideline, he also asked them for Aadhar seeding to avail various kind of govt services.
Succinctly putting it in public domain , he advised them to avail benefits of different govt schemes like AYUSHMAN BHARAT, PM KISSAN, HIMAYAT, KCC among many others.
Addressing the Officers , Deputy Commissioner directed them to work with great zeal and enthusiasm for ensuring result oriented delivery system. He laid stress on public utility departments like PHE, R&B, PMGSY, RDD and PDD to work
