In April 2014, residents of Flint, Michigan turned on their faucets and discovered discolored water carrying a strange smell and metallic taste. Under state-appointed emergency manager Darnell Earley, the city had switched its water source to the Flint River while awaiting a new regional pipeline.
The decision was intended to reduce costs. Instead, improperly treated river water corroded aging pipes, releasing lead into homes, schools, and businesses across a city of nearly 100,000 people. What appeared to be an isolated government failure was also the final consequence of a much longer industrial collapse.
The city began as a trading post beside a strategic river crossing. During the nineteenth century, Michigan’s enormous white pine forests transformed the settlement into a lumber center. Logs traveled downstream to sawmills, attracting workers, merchants, and capital.
When the forests were depleted, local manufacturers redirected their woodworking skills toward building horse-drawn carriages. That industrial foundation eventually positioned the city perfectly for the arrival of the automobile.
General Motors transformed Flint, Michigan into one of America’s greatest manufacturing centers. Its factories provided stable wages, benefits, and a path into the middle class for tens of thousands of families. The company supported neighborhoods, schools, businesses, and municipal services through an enormous local workforce and tax base.
But the city’s dependence on one corporation became its greatest vulnerability.
As General Motors closed plants, automated production, and transferred jobs elsewhere, the population declined and the municipal tax base collapsed. Empty factories, abandoned houses, and shrinking public services replaced the prosperity the company had helped create.
By 2014, state officials were managing a city that no longer had the financial resources once provided by industrial employment. The effort to save money on water became a public health catastrophe because corrosion control was not properly applied.
This is the story of how General Motors built Flint, Michigan into a symbol of American prosperity, gradually withdrew from the city it created, and left behind the economic conditions that made one of the country’s worst water crises possible.
