It only moves a 1 from one number to another within the same bit column, so the count of 1s in each column is fixed. Since squaring rewards large numbers, the best strategy is to pile the 1s into as few numbers as possible: build the first number by taking one 1 from every column that still has some, then the second number from what remains, and so on for k numbers.
