Tommy sets out to recover his remote‑controlled toy after losing it during a chase with a mysterious machine midway he receives a call from his guard about trouble but decides to continue toward the north end of downtown where he finally spots the toy only to discover it is a trap set by mickey seeking revenge for the advanced van tommy once took for berkley mickey unleashes waves of rc planes cars and helicopters to overwhelm him but tommy mounts a gatling gun on his pickup truck and destroys them all mickey panics and escapes dangling from his rc helicopter tommy pursues him the helicopter gets stuck and tommy takes him down afterward tommy heads to berkley’s garage to report the area is secure but finds berkley missing tommy calls him berkley explains federal agents are closing in and he must flee to san andreas tommy agrees to create a diversion he takes the topfun van and causes chaos to draw the agents’ attention acting as a decoy he drives the van to the lighthouse at ocean beach and plunges it into the water near the cliff tommy leaps into the bushes before the crash the agents search the ocean while berkley calls saying he is boarding his flight the line cuts tommy then focuses on building his assets but sees his progress is only at forty‑seven percent he needs fifty‑two so he gathers cam jones and hilary phillips for a medical store robbery together they steal forty thousand dollars and escape to the garage soon after tommy receives a call from gus reporting forelli gang activity in downtown gus provides a gang car already loaded with backup tommy takes the car searches for the forellis and eliminates them securing his territory and pushing his empire closer to completion.
