Raft Consensus in ResilientDB

Raft is now supported in ResilientDB. This addition allows us to leverage the benefits of lower asymptotic message complexity when all of the replicas in the cluster can be trusted. Raft is a crash-fault-tolerant protocol designed by Diego Ongaro and John Ousterhout. Its strong leader model and relatively independent subproblems (like leader elections with randomized timeouts, log replication, and snapshotting) allow it to be easy to understand while still achieving good performance.
