For Canadians earning under approximately $55,000, the RRSP can be a worse deal than the TFSA, and most bank advisors never explain why. The core problem is the Guaranteed Income Supplement. GIS provides up to $1,108 per month to low-income seniors, but every dollar of RRSP or RRIF withdrawal reduces that benefit by 50 cents. When you stack the GIS clawback on top of federal and provincial income tax, a low-income retiree can face an effective marginal tax rate exceeding 70% on RRSP withdrawals. The TFSA avoids this entirely because withdrawals do not count as income on your tax return and never trigger GIS reduction. The RRSP refund is not free money; it is a tax deferral, meaning you are borrowing from your future self at whatever marginal rate you pay in retirement. The second trap is liquidity: RRSP withdrawals are taxed and the contribution room is gone permanently, while TFSA withdrawals are tax-free and the room is restored on January 1 of the following year. At death, the full RRSP balance is added to your final tax return unless it transfers to a surviving spouse, creating a lump-sum tax bill that can consume a significant portion of the account.
Key numbers:
GIS maximum monthly benefit (Jan-Mar 2026): $1,108.74 for single seniors
GIS clawback rate: 50 cents per dollar of other income (can reach 75%+ at certain levels)
GIS income threshold for single seniors (2026): $22,488
Effective marginal tax rate on RRSP withdrawals for GIS-eligible seniors: 70%+
TFSA withdrawals count as income for GIS: $0 (fully exempt)
RRSP deemed disposition at death: 100% of balance added to final tax return
TFSA contribution room restored after withdrawal: January 1 of the following year
TFSA annual limit (2026): $7,000
Cumulative TFSA room since 2009: $109,000
